You need dtkmake.exe. It's part of the GC SDK and I won't link to it.
Google is your friend. Also make sure the files you plan to convert are in 48000 khz. You can use the free audio editing tool Audacity to resample the music.

It's working here... I didn't touch anything to do with PAD/rumble, what was the last build you tried and have you tried games not in Swiss since 0.4 "broke" rumble? (did your controller rumble just die?) The oldest version I have is 0.3 and rumble works just fine on it. I'm using fix94's wind wake...

0.4 r342 breaks rumble, at least for me.

Hey Ralph I have another idea, and I hope I'm not bothering you but...
One of the trainers for the PC version allows you to do character replacements. Such as replace Tails with Knuckles or another character. Could you try and make this for the GC version?
