Not in the standard version, the default there is either 480i, 480i2x, 480p, 576i, 576i2x or 576p.

If I enable polling at all, it won't boot, it'll just freeze at the white GB boot screen. You didn't show this, but I'm guessing it's reporting all buttons are pressed, and Start + Select in the GBA BIOS cancels cart boot. Can you see if it work any better in 480i/p? Even if it were generic enough to allow this, those are vastly different machines to translate from.

PS1: MIPS R3000 derivative (32-bit, little-endian, no MMU, GTE)

Your problem likely stem from using an SDHC card. These aren't compatible with the Action Replay/SD Media Launcher software.
