I have some info on it but the sources conflict each other somewhat. Which is what I expect from messing around with old devices like this. I will have to mess around with it when I get a little more time to kill. Could be something silly I am just missing.

So I came across this device recently and was wanting to give it a try. I am not expecting anything great just looking to play around. Well there is very limited info on this available anymore. Just curious is anyone had messed with one before. Thanks for your time.

Well after a few more attempts I have finally given up on this little project. At best it would run a game for a few seconds and that's about it. If the Cobra menu boots than the chip is working. Maybe an issue with the discs you are using or how you burning them.

From what I gather if the chip is in fact blank a programmer is the only option for initial setup. If it has a BIOS on it than you have options for your update method. Sucks because I would love to be able to just pop a disc in and be on my way.

If it were an NTSC-J with a switch would say it would maybe be worth 60. At least that's a little more unique. The crappy install and dust in the side ports looks like someone just didn't care. So I would say over paid not ripped off.
