Just for clarification, bridging something in electronics means connecting two or more pins together correct? Example: on the n64's 3.3v line, it says to bridge the two 3.3v lines together, which means soldering/connecting them together right?

Bridge is when you solder two points correctly. A Short is the same thing but the term is used more when you've accidentally "shorted" something like two neighbouring pins on a larger chip/etc when you were only meant to solder to one of them.

Never bridge/short a voltage line to GND, if you notice a short like this, do not power the device on.

So bridge is what I said, and short is the same thing but when you do it wrong.

Yes, pretty much, both words can be used interchangeably.
