Is it safe to remove/insert a memory card while the system is on?

I don't know what memory card etiquette is, but if anyone had some kinda of guide they know if where I can do full research on the cards, or if anyone knows the answer to this question specifically I'd appreciate it. I emailed Nintendo support, but I doubt they'll answer a question about such an old system.

You can pull or insert a MC anytime you want provided the console is not reading from, or even worse, writing to it.
In game or in the IPL, there is a message prompt saying you shoudn't pull the memcard during writing operations.
