ive came across a gamecube. i wonder what this cable is meant for? the gc is modded

This is either for flashing a Qoob or a WKF/WASP SD cable. Do you know what mod the console has ? You can probably tell by turning it on.

That shielded FFC looks familiar to the ViperGC. Comparing pictures it looks like it's 14pins which fits the ViperGC/Extreme. This assumption is correct if it is running cobra. It's to be use in conjunction with a programmer to update the chip.
Qoob Pro and WKF looks like 12pin.
