Is there a way to identify if a board is PAL or NTSC by its looks? The seller claims it's PAL but has no means to power it on.

The video encoder should read AVE-N-DOL or AVE-P-DOL for NTSC and PAL respectively. There are other visual cues that I don't remember, but this is a sure fire way to know.
