How do I program an Altera CPLD to make my own USB Gecko??

Hello,
I'm still in possession of a working USB Gecko, but I've been wondering what tools were used to program its Altera micro controller.
Just stumbled over this nice board and I'm eager building a USB of it!
Can I use an Arduino Uno for this?
