the short answer is: yes!
please search before you ask - a lot has been discussed already!

¿Yes on everything?

I know you can load pal games on jap consoles, but what about rgb?
(with rgb you mean component, right?)
Aren't the new consoles supposed to not have the component out?

no i dont mean component.
a rgb cable is for pal consoles the same like s-video cable for ntsc consoles.

I think you would only be able to get s-video output on an NTSC (Jap) cube.
