PAL to NTSC conversions

I hope I'm posting this to the correct spot, but I was recently messing around with SoulCalbiur 2 Pal edition with a hex editor (not very experienced with it) and was able to somehow make the game into a NTSC 60fps only iso while retaining everything else that makes up the pal version (like the multi language options). I gotta be honest here I've no idea how I did it and was wondering in the hexing process what part of the gamecube iso normally dictates the fps? Has this been done before and if so how can I learn to look out for specific lines of code in game data that dictate their fps counts?
