Anything's possible.
Although this emulator might take about a couple of months before it's in playable speed.....
...if anyone tries to create one. :D

It is posible that you can do a emulator for X games (maybe a ¿20%?), but complete imposible. I doubt so much that Wii can with a "DC Full".

Months? Years. Dreamcast architecture != GC architecture. Emulating such would require a more powerful processor, lot's of code optimization, and a huge load of luck. :D
So in short: No, this is never gonna happen.

Wii has barely enough RAM but if it were to happen I don't think it'd be too fast.

but isn't the golden rule "emulated system x 4 = host system" when it comes to power?

It's 3x but you'll rarely do that. For example, the Wii converted code from N64 code is 10x the amount of instructions the N64 code was... but it doesn't mean you need 10x the power.

i have heard that die system which emulates an other system needs to be 7x faster than the original system.

It's hard to define 'faster'.
Clockspeed, resolution (scaling?), video card, architecture, it all matters.
