Hi. USB-Load.dol does not work through the homebrew channel. It loads but it freezes and when it asks to "Press A when ready" pressing A does nothing.
I know this works through the Gamecube Gecko OS 1.06d iso but my Wii's laser is borked and can't read the disc anymore. That is how I use to boot USB-Load.dol
Is there any way to make USB-Load.dol load correctly? Without a disc method?
I tried extracting the .dol from the gcosusa16d.iso but it just loads a black screen and when i launch the usb-boot.exe it code dumps. I may have extracted the .dol file wrong though because of an old program but I don't know. Any help would be nice.

Nope.. you won't be able to make it work without a disc in the drive and readable.

Sorry for the late answer, but isn't this a gamecube program? Which means, you need to execute it as gamecube homebrew. So when you boot it from the HBC directly, it is executed as wii homebrew, this just can't work.
Try to boot with with Wii Swiss Booter.

Or you can try to boot it with WiiXplorer. WiiXplorer can boot homebrew in Wii mode and GC mode.
