Am I correct to assume that this project is dead?

beating a dead horse, it's about the latency discussion ofc.

A very kind [RDC] has designed and soldered two prototype HDMI boards for me.

Just finding out if I can post more details, but he's literally just replied saying that the HDMI test pattern code is working fine already!
That was kind of unexpected, as I just threw the code together from a few app notes.

I might be able to post pics of the completed boards soon.

[RDC] will be shipping one of the prototypes to me as well, then we can get and test the GC or N64 on it (GC far more likely).

I'd love it if I could hook up both my n64 and GC to one HDMI board (both have component video)

The board is designed to go inside the console, Diminuendo.

It will use a direct digital connection to the DAC chip / Digital AV port to give a pixel-perfect image.

It's not just a standard Composite / S-Video / Component / RGB to HDMI converter.

I can't give many more details as yet.
I maybe shouldn't have said anything this early into testing, so I kind of put my foot in it a bit.

Let's just say that coding / testing will be in progress over the next few weeks, and I'll post a new thread when we have big news.
