Will NTSC GameCube games work on a PAL GameCube or Wii?

So I want to send a copy of F-Zero GX to someone in the UK. She has an Action Replay (which has a Freeloader on it), so region lock isn't a problem. But will the game actually play normally as if it were played on a real NTSC console?

That video sorta worries me since it's in Black and White and the video's shifted down a bit, but even though it's the other way around (PAL on NTSC, and not NTSC on PAL like I wanna do) I'm still concerned whether or not it'll actually work or not. If anyone can determine whether it'll work fine or not, then that would be amazing. Thank you!

Most American games should be OK.

But Japanese games vary, since they expect Japanese language mode.
F-Zero GX (Japan) is perhaps weirdest. There's an Action Replay code to make it not load its widely reported incomplete English translation

50hz in color from a stock NTSC GameCube needs the component cable. It doesn't support PAL encoding.

Thank you so much. Also I found a list of compatible Freeloader games and F-Zero GX was on the NTSC on PAL compatibility! So yeah, I can't wait to send it to her!

I can verify that the ntsc-u gx runs fine on a european cube^^
I have all 3 regional versions of gx and the usa versions runs perfectly before running ar/freeloader
