How would I go about swapping in the US tracks? FMVs or something I haven't foreseen might be an issue, I'm not a programmer so...

The site you linked has all the info you need. I think you could get away with just swapping the entire .cvm file, perhaps the soniccd.dol as well to be on the safe side.

Seeing this gave me an idea, why not just grab the adx tracks and properly loop them? Got to try that sometime.
