Power not being supplied to eon gchd

I recently purchased an EON GCHD mkii.
When the system is turned on with it inserted the gamecube's led turns off and no video or audio output is displayed.
Composite video and audio still work.
After disassembling the board I noticed this bridge for the region switch. Could this be causing the issue, and is it possible to fix?

If not, what else could cause this issue? I have already tested different cables and different gchds.
