Anyone know the origin story of this myth? Was it a planned but scrapped idea from Nintendo?

That is misundertanding that for better reading speed, GC discs are filled from the outside to the inside, so this is kinda "backwards, to some respect, though files might still be read from the inside to the outside, individually, I dunno.
Anyways, the discs are spinning just the same as any other optical media, you can check it by opening the lid while the console is running.

Yeah, I did that soon after first hearing that myth back in the day. Today I took the disc out soon after boot and the laser is pointed far away from the center. That sounds like a plausible explanation about how some of the confusion started, like if someone said GameCube discs are encoded backwards.

It would be the same as reading manga, it is rotated in the same direction, but the data is recorded backwards. that would be it;; heheheh
