No images from Pluto IIx HDMI

I recently installed a Pluto-IIx HDMI USB-C in my Gamecube.
I cannot get a image on my display, I tried 2 different display (1 computer monitor and 1 smart TV) and two different HDMI cable. The displays can detect the Input but shows "no signal"
LED 28 flashes and LED 29 Stay ON. From what I read online that means the 54Mhz is received properly.
I tried re-programming the board via the KNJN FPGAconf but that didnt solved my issue.
Should the Pluto board display an image, even just a blank image, if the board is powered and is working properly?
