Update: I can get good color output through the card's HDMI output if I stay down at 480i AND turn off linedoubling . But if I turn on linedoubling, or if I try to switch to progressive scan 480p the colors invert again. See attached picture… This tells me the card is receiving accurate colors, and...

VSYNC fluctuates wildly and is anywhere from 60Hz to 1kHz according to my multimeter. HSYNC is about 32kHz. HSync sounds ok, VSync probably is also ok since you get a stable image. Some multimeters are a bit too sensitive in the frequency ranges and read a bit of noise on the line as signal instead...

Does your multimeter have a frequency range? If so, try measuring the frequency of the VSync and HSync outputs on the GCVideo-Lite board.

I think 2.2 might require the IR sensor to be connected else it will fail to initialize correctly. Never. To do this properly, GCVideo would need to check the EDID data from the display to determine if it supports non-RGB formats and that is too much of a pain to implement and probably won't fit in the remaining space either.
