50hz/60hz PAL GC games compared to NTSC

I have some questions regarding the 50hz/60hz option on some PAL GC games compared to their NTSC counterparts.
As you all probably know, the PAL NES, SNES and N64 games were often badly (if at all) optimized for the PAL market, resulting in fx ugly borders, slower gameplay etc. In this connection I have the following questions, which I hope You can help me to get answered:

1. If a PAL Gamecube game has the 50/60hz option, what does this actually mean in terms of the gameplay? Is the gameplay actually slower if you choose 50hz or is it only the framerate which is slower?

2. Is the 60hz option running exactly like its NTSC counterpart in terms of actual gameplay speed?

3. What about the Wii - is the situation the same for Wii games? Many (if not all?) PAL Wii games have the same 50/60hz option. Or are "all" PAL Wii games optimized to run at the same speed as their NTSC counterparts, no matter if you run 50 or 60Hz?

It depends on the game, but the gameplay is generally slower.
