How obtain the WAD channel button mapping?

I found this page:

Where he says that he can maps the wad virtual console channels, but I can't see how his project works. I would map Cruis'n USA wad channel to swap the analog stick with the D-pad... But I don't know how use his tool to unlock the mapping screen he linked:
