Because (for compatibility with some games), swiss forces the IPL region to match the game's region. Unless you use a different setting of course.

I really dont know why swiss had to start messing with region and yes I have been using western games with a japan console ever since i got it in January. Your next question will probably be "why not do a permanent region change" well i have a lot of usa consoles and only one Japanese console so i want this one to be different. I never had problems till i started using newer versions of swiss.

Still doesnt make sense becuase if i stick a usa memory card in guess what it still wants a format. So i guess that would mean that swiss region change is broken

I just had an idea boot swiss from qoob flash with japan console japan memory card and japan game guess what still wants a format

Oh. You're right if a usa memory card still needs formatting, then this option isn't behaving as intended. Everything Japanese sounds even more broken.

The why part is easy: PAL consoles can't be region hacked. Until swiss added this option, various Japanese games like Rockman EXE Transmission (mojibake) or Donkey Konga (saving) were crippled for PAL users.
