Thought I might start a topic about this thing as it could be relevant to homebrew stuff with the latest .dol -> .gci hacked savegames.
That thing acts as a 8MB (64MiB) memorycard for gamecube and wii. It has a usb port so you can connect it to pc and use the software to transfer savegames from gamecube to pc and vice versa. The software also allows to edit savegames as well as edit the region.
As soon as I find my adapter again I'll take some screenshots of the internal stuff and post it here.

There were quite a few of these back in the day, it was the most common way to get the AR codes into cards back in the day.
