Depends on what game named Guardians are you referring to? All I could find for that name when searching "Guardians video game" was this https://en.wikipedia.org/wiki/Guardians_(video_game)

It appears that only MAME can emulate this, though I could be wrong as I never really have dealt with MAME or arcade roms. Unfortunately the stable build of RetroArch for GC does not include MAME, perhaps try a nightly?
